The height of my plants

I have a 24" flourescent with two plant bulbs 20w each. one red one blue. Now my question is if I keep my light super close to my plants and it does not burn them can it stunt the growth. I do this because i had problems with streching when the seeds sprouted. I see people saying they keep their stuff 18", but mine was like 9" and they stretched. My guess of that is the Lume. See my plants are really full ,but only like 6" and 3 weeks old. Do I need to go further now?

Floro's basically have to touch the plant to actually burn it, so long as you have air circulation I wouldn't worry.

40 watts, spread over 2 feet, is not really enough light for good growth. I would invest in more lighting if I were you.

You can make the best of the light you have by keeping it no more than a couple of inches from the tops of the plants.

9" For floros is WAY to far away. You want those tubes within an inch or two of your plants at all times. Closer is better as long as there is no direct contact.
