Yes, you can cut clones. They usually show sex around 3 - 4 weeks, so you can take them around that time.
People are under the false impression the plant is blooming/flowering the instant it pops out the medium.
They are actually IN veg until about a week AFTER they show sex.
If that wasn't the case, we'd see sex a week after they pop and buds forming by week 3 or 4 from seed.
Perhaps I'm reading this wrong, but you can take clones when doing 12/12 from seed.
Best between 3 - 4 weeks from seed, just before or right when they show sex.
They are 3 - 4 weeks old before cutting clones.
And yes, you can top them and use that as your clone.
Although clones from the bottom of a plant root faster since more hormones and older branches are down there.
The lower the branch, the older it is.
And works out better from 12/12 from seed plants because you're SUPPOSED to run Bloom nutes and not Grow nutes.
Clones root faster with less Nitrogen and more Potassium/Phosphorous.
Excess nitrogen can inhibit or slow root development to a crawl.
That's why it's encouraged to flush for a day or 2 if in soil/soilless, to get rid of the excess Nitrogen prior to cutting clones.
Most don't know this and probably have no idea why some clones root fast and others take longer.

Plants are on Day 40 (Magic Monkey) and Day 22 (Elite's Ultimate ChemDog 08 S1's) from seed.
MM showed sex by Day 28, with the only male out of 4 showing sex at Day 14 !
They are 18" - 25" in height too. Topped at Day 14 from 5th node down to 2nd node for 4 colas
Ultimate Chem's topped on Day 10 from 3rd node down to 1st node for 2 colas, and are 6 inches tall now.

finally got my 12/12 from seed grow underway, kind of perpetual as im aiming for a harvest every 2 weeks. using seedplants and re-vegs and maybe only re-vegs in the future when i get a good collection going.
