why don't they talk to Amsterdam? hasn't rec been doing well for years? don't they pay taxes?
i may be way off here but there are coffee shops selling all over the place and the Governments/police know what they are doing and selling.
my thought is set a tax rate and then say "who wants to open a business?" then they will come. vet the applicants and give out business licenses. treat it like any other "product"
all this "thinking" will take a long time
