If i could get weed on a long haul to Hong Kong, i think you will probably be able to get away with some seeds 
If you are really worried, why?, then why not shove them into the tread of a shoe in your suitcase and say whoops, i must have trodden on them somewhere.

Are seeds even illegal? Just put them in a bottle of pills with your carry-on luggage.
I doubt very much if seeds are on even on their list of item to be concerned about.

If they should detect them, just say they are flowers, as I have seen seeds that look very similar to MJ
At worst they will confiscate them

I " accidentally " brought some seeds back from SA.
My brother mixed them up in a wad of chewing gum and stuck them to the bottom of my hiking boots.

Worst place to buy weed. It's crap, BUT I brought a few seeds back. I hope they germ because I want to see what strain they are growing out there. most of the street weed in HK is grown outdoors and aren't taken care of..just germinate, plant and leave. People out there are useless.

Get a tiny baggie (dealers use these for single pills) and buy a pack of compeed bandaids 
Shave balls, stuff seeds in baggie, put baggie in center of bandaid and attach it either at base of shaft or taint in such a way that if you are strip searched it will just feel like part of the package as the compeed is jelly like to the touch.
