T5's cost as much as a 600watt at all times!!!! A good one is always expensive, they already cut your weight in half, so I would not get a small one unless I was going to use it for clones and veg. Discounthydro.com got some all right ones
 
zoomed florasun if you can afford it. if not an 8pack of 5400k superveg agrosun bulbs on ebay is pretty cheap.

yeah 5400k will provide the most PAR for a plant out of all the flouro, that is the reason. a 2700k or 3000k bulb will emit more green and yellow light than anything, thus why they acheive such low K rating.

the the bulb or the ballast? neither are really loud its the fans used to cool the grow area that get loud. a 250w with a 4"inline and filter is pretty quit tho.
 
you wont need the speed control. but yeah that would work. but shit for real i wouldnt waste my time with the 250, just get the 400w.
