Invest in some good soil and lights. a 400w HPS and a bag of fox farms is under 100$.

They are t8s said on the side of light. Bulb i moved it closer right now see how its gonna act also notice a little bit of the top leaf cupping or sides coming upThat looks like a t 12? Or maybe a t 8? Looks more like t12s to me though. If it is, then you need it way closer to the plant. The intensity of those lights is low so they need to be really close to the plant to be effective. That could be why the lower growth is dying, lack of light.
