You get what you pay for. You aren't going to get very far with that setup. Looks like you've already got nutrient issues
Invest in some good soil and lights. a 400w HPS and a bag of fox farms is under 100$.

That looks like a t 12? Or maybe a t 8? Looks more like t12s to me though. If it is, then you need it way closer to the plant. The intensity of those lights is low so they need to be really close to the plant to be effective. That could be why the lower growth is dying, lack of light.

it sucks the very water outta the soil into the clay
makes your soil ph seriously scrwy
use plastic 3 usg pot is good

They are t8s said on the side of light. Bulb i moved it closer right now see how its gonna act also notice a little bit of the top leaf cupping or sides coming up

Could do this but with a power strip you could easly set up 8 lights. The 100 watt cfls or higher peices can get at lowes or menards or even walmart. It wont break ur bank its cheep but easy way for pumping light. They got 150 watt cfls that are like 8 a peice though
