This girl is 10 days old from seed..she hasnt grown in about 2-3 days and I cant figure out the issue. During the stunted growth I have noticed that the little leaves on the bottom have started yellowing. The soil is just a regular commercial organic potting mix with a little bit of EWC (figured it wouldnt hurt since Ive read that it doesnt burn the roots). I have it under a 4 bulb t5 (216 watts), watering with distilled water. When i first started it I only was using 108 watts..it was growing pretty healthy. I didnt really notice any problems until I cut all 4 bulbs on. I have not watered it in 3 going on 4 days, so the soil is close to bone dry now, as I wanted to be sure that over watering wasnt the problem. I have also since then cut the light down to 2 bulbs. Any advice on how to nursing this guy back to prosperity would be greatly appreciated.

Have you checked your pH? I used distilled water and didn't pH before watering, and I ended up with lockout. Apparently, each time you open the jug and the water comes into contact with fresh air, something happens that causes the pH to drop. If I can find it (easily), I'll post the link with that info.

wouldn't transferring damage the roots with such a small seedling? I'm sure that the roots are not that strong yet right?move them to bigger pots and be careful with the rootball

Good answers already...as far as transplanting...you just gotta be gentle with em. If it's overgrown the container... time to move it. As far as getting reviving the seedling...start with the most obvious variables and check off each one until it comes back...I've seen plants come back after 4 months of stunted growth.

Lookup cotyledons on google. Those yellowing leaves are cotyledons. Your plant is fine. Don't stress man! And water, bone dry is not good. Not too wet, not too dry. Also, a baby like that will not be root bound at all, not even close. Nonetheless, transplant if you want, plants are more hardy than you think. 
Yep checked pH..it's right below 7..like 6.8-6.9. Temp isn't an issue either..as far as I can tell
I only didn't water because I wanted to make sure overwatering wasnt the problem. I just watered it 2 mins ago so we shall see how this goes. Ya man, move her to a 1gal pot and she will thank you...and just squeeze that cup a little all the way around on the sides and tip her over (like pouring water out) and she will slide into your hand, oh yeah, have the 1gal pot ready with soil in the bottom........... and damn, fill that thing to the rim with soil next time, I mean it's just a cup...lmao...I can leave mine in the cup for 2 weeks..

The leaf edges show the beginning of nute burn. Lay off the nutrients AT ALL for this young plant.
I think that the problem may be heat stress from the light, not nute burn. I cut down the light yesterday already.. I'm going to see how she does for a couple days..hopefully she bounces back. It makes sense that it could possibly be heat stress because I didn't have any issues until I cut the lighting up.
