Stunted Plants

Hey all I am hoping for a little help.

*all of the following thread is complete fiction and in no way reflects reality*

Set up:
-a 400W MH light on 24/7
-waterfall on 24/7
-oscilating fan on 24/7
-average temp 85-100F
-Room size: 2.5' x 3'
-Bag seeds
-humidity is currently unknown, but probably rather low, I live in a desert
-Soil is a mixture of potting soil from ACE, perlite, and sand, on plant has the soil covered with moss, the other is still too short (see pictures)
-Have been growing since july 7th ((15 days))
-Nutes: half strength (1/4 tsp) NPK = 3-1-5 called garden safe liquid all purpose plant food. I gave them their first feeding yesterday.
-WAter every day sometimes every other day when the soil is dry.
-Reflective walls.

This is my second grow, the first was with a CFL setup and I got great results. But this grow is with new HID ligths. It has been 2 weeks and the plants have had virtually no virticle growth (1" tall). One of the plants is slightly taller and stronger looking but its leaves are beggining to yellow. Both have 2 sets of leaves.
I feel like with they should be growing taller and faster with the amount of light they have. I know that the ideal temp would be 10F cooler, can this high of a temp stunnt the growth of the plants like this? Am I possibly over watering and drowing the roots? I know there are some very knowldgable people out here and some advice would be very appreciated.

the soils too hot, you cant be using any nutes yet. its not too late, get em out the soil and into plain potting soil. and 100 degrees in the room might mean 120 under the light, have a fan blow right under the bulb/above the plants and raise it up a bit.

The waterfall is to help relax the plants,and it helps to increae the humidity.

What do you mean the soiil is too hot

theres too many nutes in the soil. regular plant food is no good anyway but thats what hot soil is. theres too much nutes in it for the seedlings stage of life.

100f is way to hot get some ventilation of some kind if you don't have any. Try to get it to 75 if possible and yes hot temps do stunt growth.

Are the lights too close to the plants? They are about 1.5 feet above the plants. I have read around that 1' is the ideal height for a 400w MH setup.

I moved the light up, it is now 2' above the kids, and the fan is now pointing at the light blowing upwads.

Could I flush the pots to remove extra nutes rather than transplanting?

Also... I use water that has sat out for a few days to remove most of the chlorine.
I am thinking about getting a pH soil meter, any suggestions?
