Have you checked the roots to make sure they're not root bound? I bet that's your problem. A month in a dixi cup is a long time.

Try starting them on Fox Farms Grow Big...its good for promoting growth during veg. $15 and lasts a long ass time.

I know one thing...having your plants in anything that light can shine through is bad. You should cover up those pots or I would recommend transplanting...it looks like your dirt is only a few inches high...that could be your problem right there.....they most likely are root-bound judging by the small amount of dirt they are in. Mj plants like at least 1 gallon of dirt for every 12 inches that they grow. Get those babies re-potted in proper pots and make sure the soil is just about to the top of the pot. Your plants seem alittle stretched too so I would bury at least 1-2 inches of the stems, back into the dirt, when you transplant. It won't hurt your plants and it will make them a bit shorter...then get your lights in alittle closer. Not sure what your light set-up is but those babies look like they are starving for light too. Do these things and you will get much better results, I promise you! :)

What lights are you running? Its gotta be a cfl, bring the light down to an inch above your plants. I think your best bet is to start again, pop some new seeds, use bigger OPAQUE pots, make your lights almost touch your plants and you will be good to go.
