Depends on the manufacturer, generally LED strips from AliEx/Ebay are very inefficient. There are some well-performing ones from mfgs such as Samsung but these are quite expensive. COBs are a better choice IMO.

For one plant and to stay cheap...V29 (25 $) driver 1400mA dimmable (15 $) cpu cooler(12 $)and a 90º lens (6 $ I guess!?)(if you don't have reflective walls)..and you have a good light at a good price

White COB LED'S are your best bang for you buck these days. They have a good spectrum of light for growing. Google Bridgelux Vero 29 and you will get an idea what were talking about. Bridgelux or Cree CXB series. What is the intended light for (veg/flower) what size area are you looking to cover. If you can give as much info on your intended use you will be able to get much better answers.
