Honestly there's a lot that goes into it being a viable space...
For one, the species / strain of the plant can totally screw you up, say you get one type of species that likes to grow like crazy you're more than likely going to have a problem, do you know what the strain / species is to know if its gonna be a small plant or not?
As well, when you put a plant into flower, it will grow 1/3 to 2/3 of its already grown size from veg...
So if you only have 19 1/2 inches of height to work with, I would expect to put my plant into flower when it hits 12-13 inches worth of height in veg. If it hasn't grown properly in veg I would top the shit outta it, lst it or do anything else I could do to keep it's height down waiting for signs of maturity to put into flower...
So my answer...
I would put the plant into flower when it reaches 12-13 inches of height, or has clear signs of maturity, (35-40 days of veg usually).
