Standard mh/hps bulbs vs grow mh/hps bulbs

First post I've made here. Something has been puzzling me recently. Particularly regarding grow lights. I've always used a 600w magnetic ballast and dual spectrum before moving to a mh/hps setup. All were shop bought grow lights, powerplant Sylvania, etc etc.
Now to my query. I've recently acquired a dimmable ballast. So to save some leccy I've been starting with a 250w, then 400w, before moving to a shop bought grow 600w mh. Now since I'm an electrician by trade I can get an unlimited supply of 250/400 mh bulbs. They aren't branded grow lights. Although the 250s are Sylvania branded lights.
So long story short, what's the difference? All mh I've used are 4000-5000k. I've had some seeds sprouted under the 250w, now they are a few inches high I've switched to the 400w.
No problems using the factory lights. I'm inclined to think there is no difference. Except the money I'm saving.
Any thoughts from some seasoned growers out there will be much appreciated.
