southern CT, need to move indoors?

I have 4 plants at approx 3' that I started in late june, growing outdoors in a pot. They were doing well until a friendly deer topped them for me, and none are showing sex just yet. Is it going to get too cold in southern coastal CT before lighting conditions are proper for flowering?

Also, the only high N fertilizer I can find (mind you at a HUGE garden center) is organic dried blood, and it says the N is non water soluble. is this a viable nutrient, or do I keep searching? up to this point I've been using 12-4-8 miracle gro all purpose. They are also in miracle grow soil.
