Those are bugs. Probably aphids. Look under the leaf and you might see little white shits crawling on it.
Looks like bugs, thrips or spider mites the damage they cause look very similar to each other.
If its thrips monterey garden insect spray or anything with spinosad in it is your best bet.
Never had spider mites i don't know if it works on them or not

If i can spray my plants with toxic shit like avid & flaramite.......can i spray em with permethrin?

That is thrip damage. Get some Monterey Garden Spray which contains spinosad; one or two applications they be gone. Neem oil will work also but takes longer to kill them. Spinosad is like instant death. They will come back again in time once you got them so just give a spritz when you see those tell tale white splotchy marks in your leaves & that will take care of them.
