Some questions on oil heaters

Hey so i have recently noticed that temps were dropping to around 13 degrees Celsius in my grow room which is definitely on the low side when growing indoor so i did a bit of research and found that the best option for me would be to get one of these https://www.amazon.com/DeLonghi-EW7707CB-ComforTemp-Portable-Oil-Filled/dp/B002PLQ4T8/ref=pd_lpo_201_t_1/139-7780702-3113710?_encoding=UTF8&pd_rd_i=B002PLQ4T8&pd_rd_r=83cf98ca-be70-4659-a6a2-e3125c7af677&pd_rd_w=h6wXI&pd_rd_wg=1Tswu&pf_rd_p=7b36d496-f366-4631-94d3-61b87b52511b&pf_rd_r=RVJQDFJW462ATBSEYYHE&psc=1&refRID=RVJQDFJW462ATBSEYYHE

I currently have it on its lowest setting on 1, there are three options of 1 being lowest, 2 being medium and 3 being highest, I.E both switches on at the same time. There is then the button to press which is the comfort temp switch which supposedly reduces electricity usage by up to 25%. The other switch or turn dial is the thermostat.

I have two questions, 1) when is it best to run the heater in order to save electricity, and 2) how exactly does that thermostat turn dial work. From my understanding you let it heat up and then as you turn the dial you hear a click, that is the temp of the room currently and the heater will only turn on again when it drops below that temperature. Currently i have it on 3 out of 6, and it really is heating the room nicely. Im just concerned about my electricity bill lol. If its on setting 1 would it use 700w strictly regardless of whether or not the turn dial is cranked up to 6, or is the power consumption lower as the lower the turn dial is set?

Any advice on how other guys on the forum use similar heaters would be great. Thanks guys

I set mine to my night time temp (lights off) at 17 deg then my lights will rase the day temp to about 27deg. You have to balance your extraction with heat.
