Soil/Transplant Question

I was wondering if this soil that i made is any good, i used one part pete, one part worm casting/kelp and two parts perlite, is there a such thing as too much perlite? Pic attached after just watering with foxfarm big bloom, please take a look. Am I better off just buying the foxfarm soil or using this?

My next question is should i transplant my plant, well i know i should the soil its in sucks.. but is now the right time to transplant it, is it too weak? (a little over a month old) and then what are the steps i should go through to transplant a smaller size plant to a bigger pot with different soil?

yeah thats what im thinking but its over a month and still barely any stem/root growth im thinking the soil i used was a mistake and it needs to get into something else to grow but it still seems too small

my plant is 1 week old and bigger then that it has some problems bro and you can do it now just be careful

yup i check my other post it has more details about the grow i have a humudifier and fan on always blowing using a 125watt CFL 18/6 light schedule keep it at about 75-80 use foxfarm big bloom every other watering, water ~every 2-3 days the lights about 8-12 inches above the plant right now, i moved it close but it seemed like some leaves were burning so i moved it back it seems to be surviving, theres alot of leaf growth but not nearly as much stem/root

how should i do it? just use a little shovel and pull out the plants with like 3 inches of soil around it?
