Do you have a hydrometer the you can put inside the jar and measure the RH. They might need to be dumped out of the jar and air dried for a while then put back into the jar and continue to cure.
That happened to me before but it seems like xsavier hit it on the nose, maybe you should of dried em out a little more before jarring them too much moisture will fluff em up. Also there is a product called Gravity that I use during the last few weeks that really tightens/hardens the buds its made by humbolt county, and you can tell that it works because the buds become so heavy they have to be supported or the whole plant will fall over lol.
Whats your RH inside the jar with the lid closed. I know everyone has their own way of curing but but I always do 12hr lid on pull off for 2-4 then reseal the lid. Not really sure what is happening with your buds but wish you the best of luck and I will see if I can find anyone that has had the same issue and post back if I find anything.
69% is too high, take them out and lay them out on a piece of newspaper or cardboard, or put them in a paper bag for half a day, they will get dry on the outside again then you can rejar them and start the curing process over.
I personally like to try to slow dry my plants for about a week and a half in a controlled tent. Then cure in jars with those moisture removing pellets for around a month, opening the jars for about 30-45 minutes every few days. Takes more time but the end results are worth the wait. I hate smoking when the plant was not properly cured.
Like mentioned above 69% is way to high dump them out and let them dry a little more maybe 12-24 hours then rejar them and start curing again this should tighten them back up.
I put them in a paper bag 18 hours ago and there are starting to tighten up a little and i think the smell is starting to change also,Going to leave them in for another day and see what happens..HR is now 66%
