They started to flower as soon as possible because they are in a season when plants should be flowering or finished flowering. Wje doing indoor grow marijuana should have 18+ light during veg stage during flower it should be 12hours of light, so if you want them to get big you should find a place where you can grow with purely artificial or combo of artificial and natural light maintaing light for 18+ a day.
when you are ready for flowers you can flip the light to 12/12 or put it outside during flower seas (ie the season with least amount of light on this green earth.
when you start seeing hairs and pollen sacks its getting to be too late your plant is gearing up for flowering. it can still be reverted but this could stress your plant into a hermaphrodite if your too inconsistent when your ready to flower.
