small stalks

I have six bagseed plants about 1 week old. They are growing in a closet 3x4x8 ft with cfl lights. They have verry small stalks on them, That is worring me becouse the leaves seem to be weighing them over. What can I do to make the stalk stronger? They was chasing the light but I moved it about 3 inchs away from the top. What should I do next?

Getting a little fan can help to strengthen stems, but make sure not to blow them so hard you damage them!

I'm using a 6inch fan as of now blowing up at my lights. Then the air circulates back down on the plants and shakes them very lightly. How long before the stalks will strenghthen up?
