Should RIU have a Shoutbox?

How about a shoutbox for RIU.

You should have a minimum amount of Posts to be able to view or even use the shoutbox
This will help against Spammers/Advertisers/Rulebreakers.

I would agree though that there should be a minimum post count to use it.
