To answer the question in the title, yes, "retards" should be allowed to fuck. The day people start deciding who can fuck or not is the day I move to secret woods away from all of society. Any human being that wants to have sex can, in my opinion, that's a natural, great thing between 2 people, even porn stars, so why wouldn't mentally challenged people be able to enjoy sex like the rest of us?

Now breeding is a different question. I don't think they should be breeding, but am I actively going to try stopping them? Nope. I don't think they shouldn't breed simply because they are "retarded" or anything like that, but simply because I don't think that ANYONE, mentally challenged, substance abusers, psychologically screwed up, whatever, should be able to reproduce. It is hard work and very mentally straining on parents to raise children, so anybody that can't handle the stress and emotion of being a parent shouldn't be put in that situation, that just leads to more problems not only for the parents, but the child and (assuming the best) the family of the mentally challenged.

The ridiculous title to this thread should have kept me away, but at least there are some sensible responses.

First off, calling the mentaly disabled "retards" is disrespectful...no matter how you (general you) want to bang your fists on the counter and lament "politically correctness".
Mad at someone for doing something foolish or stupid? Will ya call them a "retard"? Sure you will. And it's that fact that shows the glaring disrespect that that label implies.

One word denotes delibrate foolishess and the other word, mentaly handicapped, denotes a setback of mental faculties that one is born with.
Screaming and crying that the two words are only separated by the spelling is plain and simply wrong. It is our society that forms and sets these rules of modern civility. You can accept it's natural evolution and changes, or you can bitch and moan and pout and refuse to go along with it....but you are in the minority and it won't change a thing.
Common sense really.
And if you think I'm wrong or off base, then just answer this: If you were in front of a prospective employer, and you noticed that he/she had a helper with down syndrome, you are (if you have a brain in your head) very unlikely to make a statement such as; "hey, where'd you find the retard? I'm suprised they brought over the coffee without spilling a drop"!

Now tell me you still think the 2 words mean the same thing....and I'll show you who the real mentally challanged individual is.

Second...as to whether or not they should be able to, um, fuck...the answer is simple. It's what most of the caregiving population of these people have been doing, in some form or another, for eons. They are either prevented from doing it, or given some sort of birth control, based on their capacity.
For instance, if I'm responsible for my 35yo mentally handicapped daughter that has the mental capacity of a 10yo, no. I would not give her and another individual the chance to have sex. If she has more, then depending, they can do so.

I think the big question that's been raised, is should they be able to have children.
There's no easy answer to that.

But I do know one thing.

It should absolutely, positively, NEVER IN A BILLION YEARS, evereverever...be detirmined by our government, Federal or otherwise.
It's much better off in the hands of the parents, or guardians of each individual person. Not a perfect solution, but a good base to start off with.

The thread title was meant to be an attention getter, it worked, sorry that some of you are offended but they've been called "retards" since forever. Not sure why some people need to get all righteous over words.

I also have nothing against the mentally disabled and have done my fair share of helping out and volunteering my time with them, my aunt ran a handicap daycare for years with the help of family.

I understand the world is a large place and it's always best to turn the other cheek and/or look the other way but when others actions start to affect other around them then some things should not be ignored.

420, I want you to know that I "get" what you were trying to accomplish with the title. Childish as it sounded.
I also very much "get" the fact that our society has taken issue with words, moreover, political correctness, to a seemingly obnoxious degree. I often roll my eyes at a lot of it.

There are a ton of issues that I don't agree with, that also affect me and/or my money and tax dollars.
Personally, I don't see this as one of them.
I dunno...I'm just not seeing millions of mentally handicapped couples breeding more of the same, sapping our welfare.
I see a lot of greedy, lazy, and perfectly capable individuals trying to scam it, however.

I think at 18 you should take an IQ test, if it is under 100 then you need to have a mandatory vasectomy.
This isn't a bad idea.

I'd like to know where you got this stat...

In psychology it's generally accepted that if you are committing sexual offenses, you are mentally ill to some degree.

Also, keep in mind that "sexual offenses" is quite broad, it could simply mean indecent exposure, as opposed to something like rape.

I think you answered yourself. The line between mentally ill and mentally handicapped is very blurry.

Personally, I'd rather be forced a glimpse of something indecent, instead of being forced to have sex.

so in essence, you just assented to compulsory sterilization of half the populace.

Obviously for me, no, never. And for most like us, it shouldn't be. But what about those who do not have the cognitive abilities that we do, ones that can't problem solve, make simple decisions, or judge their reality properly....?

I don't know...
