Should apple unlock the terrorist apple phone? Or is it a infringement on the dead terrorists rights

I haven't been following this..but why does it take apple to unlock an iphone ? If it's password locked it can be broken.

It is a work issued phone. I would think the employer could request apple to unlock the phone. Its is the property of the employer.
