If i veg my plants early due to size issues would it have a short flowering time because of less bud sites? would the bud site just grow for the same period of time as normal?

Yes and kinda no. The flower period on most ladies is 2-4 months depending on genetics. For example autofowering plants usually mature in that same time frame and only get a foot or 2 tall. More nodes will grow in for more bud sites.

My last grow i only vegged for 30 days or so getting just over 1ft and at the end of 3.5 months of flowering she was just over 3ft tall

How does this shorten the flowering time???

If you have a short veg, you'll have smaller plants but the flowering times will remain the same. Grow medium and environmental conditions can sway that time a bit in either direction but for the most part, it's going to do what it is genetically predisposed to do

Just thinking it could possibly increase "flowering time" as a long vegged plant will often be showing pre-flowers prior to 12/12, and it then goes straight into flowering mode, whereas a young plant will still need to mature regardless of your light cycle.
