She's dying

I can't figure this girl out, at first I thought it was nute burn, so I used no nutes for a month, she's been deteriating slowly. The ph is 7.1, I started nutes again a few days ago and can not see any changes. 60% of leaf tips are brown. Only 2 mm though. The fan leafs are dying from the bottom up. With red stems.

Except for the nute burn I see a healthy plant. Look at the new growth-healthy. You should get the PH to 6.3 for soil.
Good looking plant otherwise.

Your PH seems high. But I can see there's been new healthy growth even with the nute burn. Get your PH down first and then see if that stops the fading.
 
This has been happening ever since she was small though, about 6 inchs, I just picked off the bottom ones as they died completely, it's getting worse, I was thinking deficiency because of the slow yellowing and now it's almost transparent instead of burnt, and the growth has been slow, no nutes though veg. She had a tough life

Nute burn, especially in soil, is accompanied by a toxification of the rootzone which causes nutrient lockout. A ph of 7.1 isn't going to lock out nutrients...so don't worry about that. But you do need to flush (if you haven't already) and drop the nutrient levals. That's a sativa looking plant and they don't need heavy feedings. Go easy...
