This is what I typically do. I run RH at 65-70% but have sprouted well at as low as 35%. I do the paper towel method with a light 1ppm bleach solution. A couple of layers of kitchen towel paper in the bottom and another with a fold placed over the other paper like a cross. It makes it easier to separate the paper towels and see where the edges are and where they separate!

The most important aspect for me is to not overwater in the beginning and to keep a light breeze with a fan blowing along the medium surface to keep the stems moving and to stop wilt/damp off. I use pressure sprayer to keep it moist but not wet with ~0.4-0.6 EC solution.

The seeds were planted on Friday evening and all were above ground Saturday morning. I do a little hole and place the sprout with the tail downward and let the seed cap rest on the soil surface. Then I gently fill in the gap and spray with the pressure sprayer.

To germinate I add a couple drops of hydrogen peroxide to water in a cup, then drop the seeds in the water, leaving them in a warm, dark spot for 48 hours until they sink, and crack open.
At that point some may have a strong tap root, and get planted into grow medium. For the remaining seeds I wet a paper towel with fesh peroxide-water mixture, and place the seeds inside the wet paper towel, and store inside a semi closed ziplock bag in a dark warm spot, until the tap roots grow enough to be planted.

Mix 1- 2 teaspoons of cold pressed neem oil per gallon of water for feeding seedlings, or mix neem powder into the starter grow medium to prevent damping off disease, and don't over-water newly germinated seedlings.
Allowing the soil/grow medium to dry in between watering will cause the roots to grow in search for moisture, leading to a dense, healthy root system.
