Sex of the plant.

now is it a female at seed or does it choose its gender when it growing? and if it is a male what can i use it for is there anything on the male plant you can smoke? or just throw it out?

most seeds are non gender specific...you can buy feminized seeds that will only produce females but most seeds will give males and females...some people use thier males to make hash with which is a waste of time unless you have a shit load of male plants...some growers also collect the pollen to breed new strains or for seed production...most of us just rip em and trash em....and a few crackheads will smoke the male leaves..but your better off drinking some nyquil ifyou gotts get loaded that bad

sex is predetermine in the seed i believe, and no the only thing males are good for is pollinating females to make seeds kill asap if you want seedless bud

Now should you be able to tell if its a male or female before you switch the lighting to 12/12 to flower?

it depends on how long you veg for..most plants from seed will show preflowers around 4-6 weeks...
