Seeds keep rotting :(

I recently purchased a pack of 10 dutch passion skunk#1 feminized seeds and ive tryed planting two seeds already (they were pre-soaked till germination in papertowel) they both rotted. so im going to keep trying and I currently have one that had a radicle of around 2 mm that I planted 1/4 inch deep. it was three days ago and nothing has come up yet and I fear this one may have rotted as well. anyone have tips on how to get your valuable seeds to actually sprout:(
 
The process I took with the most recent one was this. I germinated a single seed using paper towels, the radicle came out within 24 hours, this was when I planted it into a peat cup full of an organic soil mix, I filled the peat cup with dirt very gently, sowed the seed 1/4" deep and then covered with a very light layer of the same soil, then I watered using steam distilled water with a ppm of 0. Placed peat cup into a small humidity dome and then placed humidity dome under 2 23watt CFLs. what am i doing wrong?. I might have made the soil too wet I sure hope I didint :(

you know luckikly i have 100s of seeds but... still some seem to sprout really wasily, some rot, the whole bunch usually so im thinking its noty my techinique but maybe the seeds :( either way, i have enuff to screw up a lil

some seems to like being soaked in a cup in the dark some love the towel... i try both see which works best for each type of seed

Poke hole in dirt, drop seed in hole, cover seed with dirt, water. Very easy. I have never, nor will I ever soak a seed in water. I have done the paper towel method a few times in the past, but it just seems like an extra step and extra time. I am a soil grower so if you're hydro or something other than soil this may not work for you, but I get damned near 100% germination buy simply planting a seed in dirt and letting mother nature do what she does best. It has worked for millions of years for millions of different varieties of plants and I see no need to mess with perfection.

get your seed put into a glass of water an let soak for 6 hours then put 2 paper towels on a plate an spray 2 or 3 times with water from a spray bottle put seeds on paper towel fold towel over an spray again lightly 2 or 3 sprays put the plate in a plastic bag an put ontop of a cable box or something similar that generates a bit of heat
heat helps germination then check every 3 or 4 hours to see if the seed has crackd as soon as seed cracks put it into your soilabout 1cm under the surface and againkeep the soil warm ontop of cable box or whatever you choose
also coco is excellent for germination as its so light and hard to over water unlike soil
