Remove the heat mat after they broke the surface and are shedding their shell.
I'd remove the dome after they have shed their shell and begun growing.(as long as you can keep it around 75% humidity.) If the ambient RH is too low, use the ports on the side of the dome (assuming it has some) to allow fresh air flow through, but keeping the humidity up. After a week above soil, ambient RH of 60% can be tolerable as long as you don't let the roots dry out completly.
Are you using rockwool?
Take away the dome and the mat after they emerge BUT don't let them get cold-that will slow them way down or worse. Temps in the 70s is fine. Now just be very conscious of your watering practices.
