Seedlings--- Whats up with them ??? HELP

Have no idea what is up with these 2 White Widdow seedlings. The smaller one is about a week older that the larger one.
Both under the same lighting, ect.... Using Happy Frog for soil. Do not understand the larger one just looks wierd, and the smaller one is getting no height to it. Oh, I just sprayed the bottom with some water to up the humidity. It was around 40%, and needed to raise it. Just did not want the picture to be misleading.
Anyone have any ideas ? PLEASE, WHAT TO DO ?

Too wet. Let those cups totally dry out, and put some extra holes in them

Yeah, a solo cup of happy frog weighs around 150g fresh. Anything over 225g is too wet.

I had just added the water because the humidity was low in my 2x2 tent. It was like 40%. So, that is not water runoff. FYI friends
