Seedlings havn't shown growth in well over a week, request advice

I germed some seeds (F1 critical mass and northern lights ... aka not bagseed) not too long ago, after just 1 day they had all cracked with a taproot long enough to be put into pH 5.5 adjusted rockwool. They were put in a tray, a humidity dome put on top and a T5 fluoro above them.

Just 2 -3 days afterwards the roots had penetrated 1/2-1" out of the rockwool and had broken the surface (at which time the humidity dome was removed) and were put into cups of coco. Shortly thereafter the T5 was replaced with 6 x 23W CFLs (6500K), which is MORE then adequate for this small box (its just a PC case box :) ).

Since that point it has been well over a week and they all only still have their first set of true leaves (which grew very quickly after the cotyledon leaves, leaving a week of no further growth).

I am growing in Canna Coco, they were fed straight RO water (pHed to 5.8) once, until about 3 or 4 days after the first set of true leaves appeared (they were starting to show chlorosis, and needed water too) at which time I fed them 1/4 strength Rhizotonic, A+B nutes, voodoo juice, and 1/5 strength calmag.

The cab is a small box (this will just be for propagation, and mommys home), with a 133CFM exhaust, oscillating fan inside, and stable temps btwn 73-75F.

Does anybody have any idea why their growth has completely stunted like this for well over a week?

I can provide any additional info, just ask, I tried to describe everything I could think of.

I've found seedlings like higher temps 80-85 with high humidity and no fan. Wait until your roots are well established and growth is apparent before adding a fan to strengthen your stalk.. You'll know when the roots have reached the soil or hydro because it will grow fast and stretch too far if your light isnt close enough.

My cloning chamber has two 6 ft flourescents, no fan and a spray bottle with 5.8ph ro water and a cpl drops of B-1 to keep them moist. Add a fan and they die fast. I'm also in a basement with 40% humidity all day long and air temp around 78-80

I was wondering about that cuz its a pretty decent fan and its blowing down on em pretty good, i wasnt sure if stalk strengthening was worth it at this time, i guess i've learned :)

and pic wouldnt really tell you anything, there is no chlorosis, first set of serrated leaves have formed correctly, second set of tiny little budding leaves are there, but not growing

Taking a while to get used to the relocation from the nursury to the veg room. They should recover soon
