Seedlings Growth stopped? Yellow Leave tips (PICS!)

Currently using 4 23w 6500k CFL lights. When the plants are a little bigger I'll be going down the street to buy my CMH Setup.

Growth on the seedlings is just looking awkward, The catycledon(mispelled) leafs are turning brown and the actual first leaves are turning yellowish? wtf..
I'm using Happy Frog soil + perlite in small Solo cups.

I did lose power for 12 hours a few days ago. Don't know if this is a result.

try watering with ph balanced water....
the soil ph looks kinda low....
Or it is too hot for the seedlings....
 
If I had to guess I'd say under watered- but its just as easy to over water at this stage. This is why people use humidity domes, the sprouts at this age basically have a single white hair as a root- and its hard to keep that top inch or two of soil wet for the plant without over watering entirely.

My solution for this is simply use a shot glass full of water and gently water directly the base of the plant. This will not over water your entire pot/cup, and can be done daily to ensure at least some moisture is getting into the roots.

Also your cfl's look like 23 watters, and that close without really good ventilation is likely way, way too hot. Back em off a little. Everyone is caught up on putting CFL's right on top of the plant, but if you view my first CFL grow: https://www.rollitup.org/cfl-growing/390510-some-words-autos-cfls.html you can see that even with a lot of distance between the cfls and the plants the growth is rigorous.

I'm thinking its over or under-water but I can't tell lol. I'm not giving much water. Making sure its semi-moist... Thanks for the help so far guys.

Hopefully they pull through, would be huge disappointment if I just spent 80 bucks on bad seeds.

That rarely happens, they should come out of it. Just cuz they lookin ugly now really doesn't mean alot- weed is very resilient given time. Just let it roll.

its just surprising since these have been popped through the soil for more then a week.

as for your problems with the babies it looks to me like some of the previous posters touched upon what the issue is. i would also recommend backing the lights off a couple inches until you get to the second set of true leaves at least. at the stage of life that these girls(hopefully!) are they arent so concerned with maximum lighting because they are mainly creating a root system to build a better plant with!:) also, IMHO i wouldnt use solo cups in the future if you can help it. they have poor drainage unless you punch holes in the bottom and even then can retain a lot of water. on the other hand they also dry out quickly because there is so little soil there to begin with, and the more you water the more toxic salts will build up when it evaporates. what i do is this: as soon as the seed germinates i go directly to at least a half gallon pot. this gives your plant a lot of room to stretch out its roots and grow into the dank that it wants to be. that being said i have found that the best method for determining when to water is the "heft the pot" method. once youve figured out what your pots weigh when theyre in need of water and what they weigh when theyre watered correctly you will be able to check each pot by simply picking it up off the floor. it is much faster than other methods and less messy since you dont have to stick your hands in it. also make sure that after every watering you cultivate the soil. this just means that you disturb the top layer of soil(make sure to stay above the roots). this is one of the best ways to keep your soil from drying out too fast because it creates a buffer between the air and soil. if im telling you things you already know then im sorry and just tell me to fuck off, just trying to help!
