Seedling/transplanting question

I have a male plant about 9-10 weeks old in a 5-gallon bucket that I'm planning on killing off this afternoon.

So really a two-part question: the first part is can I just re-use the same soil mix and put my new seedling in that pot once it's big enough? Soil is happy frog with probably about 30% well-composted kitchen/yard material mixed in, and I haven't been feeding heavily, just a lil neptune's harvest fish fertilizer every 3-4 days.

The second part is I have the seedlings in jiffy pots, do I just plant the whole thing or do I need to peel off the "wrapper" or whatever first? It probably says somewhere on the box that I threw away lol but any advice here is much appreciated!
