Seedling Issues

I have two seedlings with the same issues. The older leaves are getting some brown spots. I was hoping for some suggestions...

Nuts- Blue Planet, Farmers Pride- .9 EC, 5.7 PH. But PH keeps creeping up when i check it. It was at 6.4 this evening.
Lights- DIY LED- Pulling 200 watts from the wall 18" above...

.9 is a bit high if you as me bro. At that age and in soil they shouldn't need anything.
In Hydro yes but not soil.

Even in Hydro at that age I would only be feeding 0.7ec with 0.4 being the tap water. So 0.3 of nutes.

If that's Coco and you use ro water , flush with a solution of 0.3 - 0.4

If you use tap and in Coco and that's the EC after adding nutes (0.9) then flush with a solution of 0.6 - 0.7 and keep an eye on it.

Most nutrients will have an EC of 2.0-2.4 at full strength, your almost at 1.0 which is half strength so you gotta back off and keep it light for a while.

I'm using Hydro so I need to feed early on but if your in soil u don't have to for 2-3weeks ,,, Seedlings can't handle alot , for 3 days after mine sprout I only give tap water (0.3-0.4ec)
After the 3days I increase the EC to 0.6-0.7 when I see them needing food

0.2 to 0.4 increase in food each time it's needed, never do bigger jumps than that when they have just sprouted because it will burn them.

I'm using RO water hydro. So I'm guessing I'm really high ec for the seedlings. I'm also flood and drain 4x a day. Is that too much watering?

No problem bro n yh with Ro that's quite high for seedlings , I'd say 4x a day is fine but I haven't run flood and drain so can't properly comment on that. If you have any worries about it just reduce to 3x but keep an eye out for the medium drying out too much.
