This is how you do it. Wrap them in toilet paper tie it to a balloon and let them go.

Hmm good idea. I saw they sell mini helium balloon kits at dollar general now.

I think the only thing you could get in trouble for would be littering. They can't bust you for planting because you aren't covering them up with dirt. When you let them go the rain wets the toilet paper and they fall out. Chances of one growing are slim but if you had thousands it could be a hell of a event.
