Rooting Clones in Only Water

so I'm looking to making clones and due to unwillingness to pay money, i'm doing it the organic way. I made cuttings, dipped them in raw organic honey, and set them in water (they've been sitting a little while now). I've noticed some baby roots maybe 2 or 3 mm long, when will they be long enough to transplant into soil?

if you see roots, they are good to go. Just don't use a hot, or nute filled soil
