really want to get seeds here. can anyone help me?

hey guys. i'm a little bummed out about getting seeds here. i emailed a few places that won't ship here and also kindseed and they didn't reply. as a new grower i want to try new strains that are more suitable for me and my cab but i don't want to send money and not know if it's even gonna be sent.i know i should probably just take the chance but most seeds i see are like $20+ n i'm kinda on budget till i know it will really come. i saw a thread on how to order. i wouldn't mind ordering in batches and i know another thing would be customs. how do you guys think i should go about this? any advice or referral to a good seed bank you recently ordered from? by the way i stay on guam and it's sorta below hawaii...thanks for help if any...
