fungus gnats.................dry your soil out more between waterings, and maybe add an inch or so of sand to top of soil.

okay , my plants are in "plant bags" which are 3 gallon equivilent.... i cut some more drain holes in the bottom, so on top of that let the water try out really really good?

Check around the base of the stalk for tiny clear/white worms with black heads if there are you have a case of fungus gnats set up a sticky trap to monitor the flying insect population and dry out the soil or add a layer of sand to the top soil to kill any larvae if the problem becomes greater than use a organic pesticide. Fungus gnats can eat away at the stalk and destroy your plants roots so these are definitely something you don't want around the growing area.

get some flypaper. Hang em around, lay them on top of the soil etc. Not much you can do besides that, them suckers are resiliant

You can buy a can of the sticky stuff cheap. You can make a hundred traps with yellow plastic or paper.
