If you have your plants on 24 hour light for 2 weeks, and then drop it to 21/3 will they go into flowering?

No. Cannabis plants need 12 hours of darkness to induce flowering. So 12/12. Unless its a ruderalis strain (auto flower) then it will flower on its own when it's ready.
