Is 30" a high enough total floor to ceiling height to grow decent plants if I plan to use fluorescent lights?

Well considering your plant pretty much doubles in size from vege to flowering I would have to say no... at least for my standards of a plant, I just think you would run out of room too quickly. Are you trying to make a grow cabinet or something?

You'd have to do heavy training for maintaining plant(s) in that space. Perhaps even a horizontal grow in grow bags. How much width*length is available?

Yea even though it stays a bit shorter it still needs more room to grow naturally, although you could use bending techniques as described in the FAQs that could work for your type of situation.

LST is low stress training. The gradual reshaping of the plant, basically. High stress training can include snapping then mending or otherwise intentionally damaging stems to form knots, heavy trimming, etc.
