Question about this 400w ballast

I am nooob when it comes to HPS lighting.

I was looking at 1000bulbs.com seeing if I could piece together a setup myself and I was looking at this ballast: http://1000bulbs.com/product/7374/BV-V90D1912K.html

My question is does this come with the actual card that has the light socket on the end of it?

I know I still need to buy a 400w bulb which they sell for less than 1 bux and I know I also need a reflector but they don't seem to sell them.

Is this a good route to go down cuz the local hydro store wants $220 for ballast, cord, bulb, and reflector but the ballast and bulb from 1000bulbs.com would be only $70 + shipping?

ALso wtf is an ignitor?

your best bet would be a package deal from HTG SUPPLY,none of this hobby is cheap,and the ignitor "fires"up the light
