Question about shelf gardens

I am putting plants on a 4 shelf rack,and wonder if the top rack(with the least very space/bulb light)
Should be filled with smaller plants. Every other shelf has 16-18" plants and I'm not sure if the top rack will be eclipsed by the row below it.plants on top shelf could be 9-12" plants or some 16" thriving ones...
Any advice on this would be greatly appreciated.

Let them do there thing then chop and swap positioning. There are always a few slower growers, put them up top where space may be an issue. Failing that a bit of supercropping will slow em down.

Kay can swap later , Lil guys are on top shelf...
Each plant was veged until the tops reach the top of the container on the shelf above it... Is that good ?

My guess is that now it will just start comming out and grow towards the light. At what stage of growing are you? Did you grow those genetics before? Do thery stretch in flowering?
From what i have seen in vertical grow (all depending on your space available). plants on top shelves should be lollipopped more so when the lower ones grow taller and start to block the light, they will not be blocking any bud sites from plants on higher shelves.

I am running ograskals wifi alien,and have never worked with it before. Im told it stretches a bit and i had orignially planned to us them in a flat grow so plants were topped to 4 or 5 main shoots.

As far as trellising,you think its best to let the plants grow out abit and then up,or to keep the trellis tight and plants weaved straight up it?
