First time grow.

I want a setup that takes advantage of my 6 plant legal limit. I have a closet space to work with, or some freestanding descrete room, easy to toss a grow box in. Want to grow indicas/ kushs.

AT what point are plants considered to be mature? If my limit is 6 mature and 12 immature and want to maximize yield while maintaining quality.
I plan on Getting some clones to start off with from the medical clubs.

I've scoured the forums a good bit, and just need general direction to go in, and finish up my research prior to getting setup. Should I set something up in my 2 foot deep by 10ish feet long by 7 ish high closet, or go outside of that. And build/buy a growbox. Mainly, im concerned about light dispertion in such a small narrow but long space. Should I go with a few lower wattage lights instead of one main one? And, How much wattage do I really need. I plan on supercropping to maximize yield.

How much/ what advantages is there when using a cfl light for vegetative growth over a hps?

Budget wise, I dont have money to blow, but want quality.

Any suggestions for keeping my setup legit and legal, and what direction I should focus on would be much appreciated. Complete noob here, but read up a good bit, and tried to be informed at least a bit.

a mature plant is when it has started the flowering stage and immature is a plant still in vegetative stage. CFL's have a smaller yield than hps.

i thought a plant is mature when the nodes are growing in segments left then right. not the same time left and right.
