I use a $350 hanna instruments, but thats a bit overboard for a new grower. On the flip side if your doing hydro and are in it for the long haul you need one with replaceable tips.
The PPM Meter ( Also called a TDS or Total Dissolved Solids meter) reads the electrical resistance of the water and determines either PPM ( Parts Per Million) of salts ( Fertilizer, Nutes) to water or EC ( Electrical Conductivity). Both PPM and EC can be converted to each other with a formula, depending on the manufacturer of the meter.

I use a Control Wizard bought from nehydro.com, about $50 (I have CW ph meter which I could never calibrate so I got a better one with auto calibration). Are you in soil or hydro?
Big difference how you use them. In hydro just fill a shotglass with water and stick it in. Make sure you know the ppm of the water you're starting with. In soil you just test the water for ppm before you add it . For ph you need to soak the soil and test runoff. Either way you will need a calibration liquid, usually 1382 ppm, and ph 4 and ph7 for a ph meter.

Yeah your problem is not enough light . if your using Fluoros they need to be 2 inches away, your plant is stretching severely and the weight of the leaves is pulling it over, replant into Rockwool all the way up to the first set of leaves and get those lights closer.
Hydro store, internet, lots of places have RockWool.

Depends on the light, what light are you using? Fluoro? HPS? MH? CFL?. I just assumed Fluoro as it seems to be all the rage theses days. If it is indeed fluorescent then YES 2 inches away.

Ok well then get that light 2 inches from the tops of the plants, that means you will have to move the light up as the plant grows. Hooks and chains works well and is stupid simple to use as a adjustable hanging system for the lights. Good luck!!
Thats 2 weeks old? ok I figured it was just a few days old, you gotta get that replanted and those lights closer and then you can give it 400 PPM in the res to start the nutes. Hydro grows plants very fast.
