Looks like you're getting a mold or fungus issue. You can either mix small amount of h2o2 or baking soda with water and spray them. That will change the PH value on surface of leaves so that the mold cant grow.

Looks like pm to me. a spray of 1% skim milk to 9 parts water should hold it back. You'll probably have to do it weekly or so.I know theres products out there that will do the same thing but why spend money if you dont have to.
