I'm gonna say no, but it doesn't list what the BTU's of it are either. Do you have a fresh air intake and an exhaust?

I have an exhaust fan (HTG 4" 170 cfm), but the thing is the tent is in a closet so I don't really have a way to get fresh air into it and its really starting to annoy me now as I have had about 5 seedlings die because it was to hot

a cool tube brings air in from outside, through the sealed fixture, then exhausts it outside. Take the closet door off and put a curtain over it if the door is a problem or if you can't make a hole in the wall/door. I'm dealing with a temp issue today myself and I'm only running an 8 lamp T5 and a 300W LED. I also have an intake and an exhaust. The ONLY way you can lower temps is with exhaust/fresh air intake or AC. If it's bad now, think what it will be like when summer actually happens.

that is a swamp cooler-

and requires significant airflow to work effectively. a 400 shouldn't be that hard to cool. i run one in my clone room, 4x4 closet with no door. no problems.

What everyone is saying is right. But if we had more info, IE: environment, style of growing, we could give you more solutions. If you have air cooled lights, sealed, pull outside air to cool. Then exhaust that hot air out. Never effecting the grow room. If your exchanging the proper amount of air in the grow room, and the ambient temp of the air your pulling in, is acceptable temp level, you should not have to condition the air. If you can condition a large area, say the rest of the basement, use that air to exchange the room with. You could even do it passively by cutting holes in the grow room walls.

Hey Shon that is my exact same set-up. Just started today. I am going to add a small intake fan @ the bottom.
