I wouldnt worry about that in the UK, our police are far too bizy doing speeders and filling in paperwork to bust small time grows, a decent grow might interest them tho.
My car got nicked the day after my last harvest, police invited themselvs in at 4am to take my statement, they noticed the fresh cut smell and gave me a grilling, it was obvious what i had been doing but they never took it any further, it was on a plate for them. Needless to say i shat myself.
On the subject of heat and flir, if you grow in an attic (like i did) its gona be easy to see, snow & ice melts away so quickly above the heat source, it would show up on flir but in an insulated house with heating etc a 400-600w bulb will only moderatly increase the room temp outside the grow area.

Close call 84, I would have crapped myself too. What do you think the cops would consider a moderate grow? Who thinks 4x600W in a 2bedroom flat is okay?

depends where you are, that guy in NZ only got house arrest and com service and had a decent size grow, from what i understand the US is much tougher, UK's not so bad imo.
4x600w's gona be a decent size grow, obviously more that just personal use.
EDIT; my elec supplier sent me an energy usage graph, interesting reading if you want to monitor energy usage (or if the law did).....

I hear that there is a drive towards consumers all monitoring their consumption with these devices in the future, some are wanting to legislate it making it law that we are all in effect monitored on use for "saving the planet" sakes. Which brings me to this point, our hobby or what ever you want to call it is not exactly eco friendly unless you are an organic outdoor grower, now is it?
Yeah 4 x 600Wer's in perpetual pulling a pound every 2-3 weeks and a clone/veg box to support that is not exactly personal use...

I know this is old but I feel I should mention that this shit is just VERY overpriced tekfoil. They use it on farms as an insulator but it's also highly reflective. Worth looking into if you want to insulate your greenhouse and maximize lighting, both natural and artificial.
