“ organic pallets ? “ ..... you mean pellets ?

As in pelletized fertilizer ? .... that’s why elements are not readily available as it needs to release at “ watering “ times.
Nitrogen is in the compost but if microbial activity is not breaking it down , it won’t be available. Pelletized needs time to control the release.

Was this just blended and used or cooked to activate before use ?
i just found fucking bug on my plants looks like fucking fly or sokething i hope the problem is not from him

At first glance, nitrogen(starting from bottom&general yellowing) and potassium deficiency(brown spots on bottom leaves) are seen.If your soil has nutrients then the roots can't get the food.
So, there can be two reasons. (I agree that other factors are ideal)
1)You have bad water
2)You have bad nutes in soil
R1(a): First of all, you shouldn't use tap water directly, because as you say its definitely has chlorine and the chlorine is definitely kills the microbial activity in soil. In organic growing(you have pellets) if you stop the microbial activity, how does the roots can reach their foods ? Go search for this to understand and you can know how to remove chlorine from water.
R1(b): Another thing that shows the quality of water is ppm. If your water has extreme ppm levels (300+), possible to get nutrient lockout because of high sodium/bicarbonate in water.Check your ppm not PH. PH is the last thing that we must look in organic growing.
R2:Simply, bad nute/not suitable for cannabis: Its take too much time to release sufficient nutes / It has wrong balance of micro/macro nutrients.
