the lights you want to get are called cfls (compact flourescent lights). you want to have 75 actual watts per square ft of growing area.

also washington remember by adding more lights you dont add more lumens, so putting 2 bulbs side by side wont make more light, but you could position one above and 1 either side.. etc...

dude i would say not to use cfl's and use envirolights as i think they would be better, then id say 1 for every foot of side height and one for top, also you would need red and blue, and keep them about 4inch min away from the plant.
i have 3foot by 5foot closet grow, ive got 2 plants nearly ready for harvest using a 600w hps i estimate yield from both around 8oz. but dont forget about ventilation you will need fans for heat control, air circulation, and when the leaves are moving in the wind bud rott etc will not set in.

You want yield enough with a cfl. If you use a fluorescent light that would be ok if you were growing scrog style.

I would suggest you go to a lowes or home depot and buy a hps (high pressure sodium) light. You can get a 70 watt light for $30-50 and that's all you need just equally space them. You'll need at least 2. Or if you really want better results and can afford it order a 250w hps light off the net.
