PLEASE HELP Possible Rust Fungus

Background:

I discovered an aphid issue about a month ago on my mother plants. I treated plants and grow area with promis and all was well. I began to notice small bown dots appearing on leaves about 1 week after treating for aphids. I assumed this was a result of the promis spray on the leaves and removed affected leaves and continued to observe. The issue continued and I left leaves on to observe progression. (Pictures below.) My intial thought was that I was dealing with a possible lockout/def. I transplanted mothers into fresh soil, pruned all damaged leaves, and watered with straight 6.5 water. The problem is back again and has now spread to new genetics in my mother room and I am seeing signs of same issue in my flower room. Any help would be greatly appreciated! If it is rust you can spray with sulfur. Just be careful and use a weak solution on one plant to test it.
