Please help, first time growing indoors

So i've got this plant under a diy led light, running 10 5w led bulbs (50 actual watt), so im assuming its 500 watts but knowing these chinese companies i dont trust much: however i dont know if its the light thats causing the problem or other factors, im using a 40w oscillating fan over it, and i have foil reflectors setup on the sides.

The plant is 3 weeks old above surface, and it has been topped since a young age, i know it created alot of stress and slowed the overall growth, but i am noticing that the leaves are starting to discolour and the tips are bleaching off, i have been giving nutrients but only at a very small dosage ( 1/4 to 1/8 ) : im using TrelMix (trace element mix) and fish emulsion, the leaves are also very dry and the ends are crisping up, a day ago i noticed the leaves were drooping and touching the soil, but they have rised since, i flushed them yesterday with plain water, i do not ph my water atm as i dont have a ph tester, but i use all organic products and i saw on one post a guy said you dont really need to worry about ph if using soil, especially if your organic

Sorry for the longass thread but ive been searching for a while and i dont know what it could be (also sorry for the trash quality photos, using my phone)

The new growth is fine, but I see signs of overwatering. Wait until the pot it’s in feels light, then water.

It’s probably just where it died. See the leaf on the left, in the first pic you posted, the wrinkled up one?
